Contractor Auditing Services
For many companies, much of their field work is accomplished through the use of Contractors and Sub-Contractors. The use of third party auditing services is one effective method of performing the necessary due diligence steps to ensure that these companies are performing their work in a safe manner. IMS Global Corp offers the following auditing services to assist Clients in this effort.
“Paper” Audit
For a “Paper” Audit, IMS Global Corp will obtain the Health & Safety Manual (HSM), or materials in lieu, from the Contractor. The Contractor's HSM will be evaluated against a standard, e.g., Alberta Construction Safety Association (ACSA) or ENFORM audit protocol. A telephone interview will be conducted with the Contractor’s safety representative to clarify any questions that arise during the audit. A brief report will be written, which rates the HSM against the standard and makes recommendations with regards to where the Contractor can improve their program in order to meet or move towards the standard as set by the audit protocol.
HSM and Documentation Audit
In order to determine whether the Contractor is doing what they say they will do in the HSM, it is necessary to perform a review of safety documentation. The HSM and Documentation Audit will generally require a “paper” audit, similar to Part 1 above. This will be followed by a visit to the head office of the Contractor to review the documentation behind the HSM and to conduct an interview with the Contractor Safety Rep (and possibly other Senior Management personnel). A report, which documents the results of the audit and makes recommendations on how the Contractor can meet the standard as set by the audit protocol, will be written.
HSM, Documentation, and Site Visit Audit
The HSM, Documentation, and Site Visit Audit audit would include the provisions in Part 2 above, as well as a visit to one or more of the Contractor work sites to observe their adherence to their safety standards and to conduct worker interviews. This form of audit demonstrates the degree to which the workforce understands the Contractor’s safety program. It will also provide a measure of the commitment of management and the workforce to the program. As above, this form of audit includes a report of the findings along with recommendations as to how the Contractor can meet the desired standard.
Full Physical Audit
The Full Physical Audit would be equivalent to an audit typically performed to achieve COR status. This type of audit would differ from the Part 3 audit in that the number of sites visited and the number of employees interviewed would generally be larger in number.
Additional Comments for Consideration
-
The auditing options offered above can be adapted to any form that the Client desires.
-
In order to achieve the greatest benefit, it is recommended that a conscientious program of Contractor Auditing be prepared so that audits are conducted in an orderly manner and not simply post-incident.
-
The tone of the audit will, at all times, be one of how “we” as a team can improve the overall safety performance and not one of a confrontational nature.
-
In some cases, audits will result in follow-up action where the Client requires certain improvements in the safety program and safety performance of the Contractor. IMS Global Corp would facilitate this follow-up work.
-
IMS and the Client will meet quarterly, or as required, to review and measure the program performance.
-
IMS is also available to assist in the collection and reporting of Contractor safety statistics while working on Client work sites.
